The Bidding Process
- A client defines the scope, technical and financial specifications of a tender for Meritenda.
- The tender is advertised on the app for all contractors/suppliers, detailing the TORs without disclosing the identity of the client.
- Upon procurement of bid documents, each contractor/supplier will get a unique PIN for identification. A corresponding unique key will be generated to be used for registration.
- Each tender will have three Evaluation Aspects: Administrative, Technical and Commercial.
- The PIN code will be used to conceal the identity of the bidder in the Commercial Evaluation
Selection of Successful Bidder
- A team of five randomly system assigned evaluators will evaluate the bids using the selection criteria defined by the client.
- The evaluators will be randomly picked to deter conniving.
- The evaluation process will be in the order of: Administrative, Technical and Commercial. Any bid which fails in any evaluation will not proceed to the next evaluation.
- Bidders will use PIN codes given on purchase of tender documents for commercial evaluation. The successful PIN code will be decoded to identify the successful bidder.
- Successful bidder will be notified, and a tripartite agreement will be signed by PSB, Client and contractor/supplier, where contractor/supplier will be handed over to client.
- Randomly picked registered auditors will physically inspect execution of contract aided by relevant experts
