Smatq is a software application for public service providers to deter any occurrence of corruption, biasness, prejudice or unfairness, and to ensure that applications are processed strictly on first come first serve basis by preventing unnecessary physical interface between public officers on duty and applicants.

  1. The public service providers are institutions like Immigration, Road Traffic, Electricity, Water Boards, Housing, City Councils, public hospitals etc.
  2. Applicant will complete and submit form with email address online and pay through VISA/MASTER Card, Mpamba or Airtel money.
  3. Upon receipt of the application, service provider will respond immediately on institutional email, acknowledging date and time of receipt of application, and will advise date/time of physical interview and the latest date/time of delivery.
  4. The applicant will in the email be strongly advised that he /she cannot enquire before the advised to automatically reject all pre-mature enquiries by advising the applicant about such statusdate. The system will also be designed any time a pre-mature enquiry is made.
  5. The system of the service provider will also immediately automatically assign and register name of the officer responsible for that application until delivery.
  6. The system will also be designed to only allow the processing officers to carry out their respective tasks strictly on first come first serve basis.
  7. Delivery period will remain non-negotiable and become a serious audit query and of utmost consideration on performance appraisal. Consumers will be adequately civic educated.
